The U.S. Securities and Exchange Commission (SEC) rejected the first application back in 2017, stating the reason being the largely unregulated nature of Bitcoin markets. The second petition seeking Commission review of the disapproval by delegated authority has been filed this month, but was rejected once again on the grounds that crypto markets are not “uniquely resistant to manipulation”.
